A car accident in Compton involving a hit-and-run driver resulted in life-threatening injuries for a pedestrian the evening of January 28, 2012. City News Service reports that the major injury collision occurred when a pedestrian who was walking near the intersection of Compton Boulevard and Williams Avenue was struck by a maroon four-door sedan. The driver did not stop. The pedestrian was critically injured. California Highway Patrol officials are asking witnesses to come forward to help them apprehend this hit-and-run suspect.

A 53-year-old Buena Park woman who was killed in a car accident in Anaheim involving a suspected drunk driver, has been identified by officials as Kyung Namgoong. The Orange County Register reports that the fatal accident occurred when a Honda Civic, which was driven the wrong way on the 91 Freeway by 23-year-old Ruben Gorrola, struck two vehicles including a Toyota Camry in which Namgoong was a passenger. Gurrola has been arrested on suspicion of driving under the influence. The 58-year-old man who was driving the Camry suffered traumatic injuries, as did Gurrola and his female passenger. An investigation is ongoing.

A car accident in Riverside County proved fatal for 44-year-old Brigitte Jasso. The Press-Enterprise reports that the fatal collision happened near the intersection of Indio Boulevard and Biskra Street the night of January 26, 2012. Jasso was initially struck by a motorcycle and then a black Ford Taurus. She died at the scene. The motorcyclist also sustained injuries. There have been no arrests or citations pending an official investigation.

A car accident in San Bernardino County resulted in fatal injuries for 66-year-old Alfred Eclipse Jr. The Press-Enterprise reports that the collision between Eclipse's UPS big rig and a Nissan 350z sports car, occurred the morning of January 25, 2012 on the 15 Freeway  in Hesperia. California Highway Patrol officials say that a speeding Nissan went out of control and hit the truck's left wheel. The UPS truck rolled over and went down an embankment. Eclipse was pronounced dead at the scene. The Nissan's driver did not sustain life-threatening injuries. The investigation is ongoing.

January 25, 2012--Colton, CA--a  43-year-old man is dead after being tasered repeatedly by police, and family members claim that the officers used excessive force in subduing the man.

Hutalio Serrano was "acting strangely," according to relatives who say the man was "wandering" down the street and mumbling to himself.  They called the police, who arrived about 5:15 p.m.

After that, the facts become less clear.  Witnesses say that several officers tasered Serrano four or five times while he screamed and pleaded for them to stop.  Officers say that it took a great amount of force to subdue Serrano, who was finally handcuffed and arrested.  However, the officers have not made any further comment or explained any more about the incident.

Once police transported Serrano to the station, they realized he was having a medical emergency and sent him to the hospital, where he died an hour later of undisclosed complications.  An autopsy will be performed this week to determine the cause of death.

My heartfelt condolences go out to Mr. Serrano's family and friends in the loss of their loved one.

Accident Statistics

While tasers have been hailed as a less-violent solution to using firearms to stop suspected criminals, there is a degree of risk in their use, as well.  More than 180 people have died as the result of the use of tasers by police officers since 2006, although the Department of Justice claims that the vast majority of those tasered suffered no ill effects.  People who already have medical issues are more likely to suffer negative reactions to tasers, and some may even suffer life-threatening complications.

What Happened in this Accident

While it is clear from witnesses' statements that the police were called by family members and help was requested, something happened which made the police feel that Serrano was a threat.  The fact that more than one officer tasered him leads to the conclusion that he said or did something which caused the officers to view him as threatening their safety or the safety of others.

On the other hand, tasers are only supposed to be used in cases of imminent harm to a person or property, so why they were used in this incident remains to be seen.  It is hardly likely that Serrano was able to validly threaten family members with the police standing by, and he does not seem to have been armed.

Until the facts of the case and the results of the autopsy are revealed, it will be difficult to determine why the officers felt they had to taser this man.  The officers' and department’s silence is also a problematic factor, in that it may lead people to believe that there is some type of “cover up” brewing.

Liability Issues

Serrano's family may indeed have a case against the officer or officers who tasered him, although police do enjoy a certain amount of limited protection from liability in the course of their jobs.  This immunity can, however, be lifted in the police officer acts outside the scope of his or her duties.  Until the facts are clear in this case, it will be difficult to determine if liability can be attached to the police or department for the officer’s actions.

A car accident in Burbank resulted in injuries for three pedestrians, one of whom was seriously hurt. CBS News reports that the collision between the pedestrians and the SUV occurred on January 23, 2012. Police say the SUV jumped the sidewalk in front of the Glenoaks Boulevard stop and struck the pedestrians. One of the pedestrians sustained major injuries. Two others suffered relatively minor injuries. Officials are looking into what caused this driver to lose control of the SUV and crash into the pedestrians.

A car accident in San Juan Capistrano, which officials say was caused by a speeding elderly driver, resulted in injuries for five people the evening of January 21, 2012. The Orange County Register reports that the injury collision happened near the intersection of Ortega Highway and Camino Capistrano when a 79-year-old woman who had just made a right turn onto Camino Capistrano crossed over to the other side and collided head-on with two other vehicles. A total of five vehicles were involved in this incident. The elderly driver and four others were transported to local medical centers with injuries. Officials say the woman may have been traveling at an excessive rate of speed. An investigation is ongoing.

The Southwest Riverside News Network reports that the injury collision happened on Gerald Ford Drive at Bob Hope Drive in Rancho Mirage when the driver of a Pontiac GTO ran a red light at the intersection, crashing into a southbound vehicle.
